Do you believe it fair for users to leave their questions open for voting?

There are currently 1279420 question up for voting. This number stunned me. I find it ridiculous that people can take the time to ask a question, yet not come back and figure out the answer. Why are they even asking if they don't want to find out? I don't know what it will take for people to vote more. You get a free point for each question you vote for, so I don't see why people wouldn't want to do it.
