Lifetime exemption,gift tax?

You could receive a billion dollars, a million from each of 1000 people, without paying any tax as a recipient - and if none of them had made other gifts, they could each take the $1,000,000 lifetime exemption. The givers would have to file gift tax returns even if they didn't owe any gift tax. The recipient doesn't have to do anything except smile a lot.....
