What is a capias notice letter?

my ex didn't show for court for child sup. and they issued a capias- ex has yet to be arrested. support enforcement said they sent out a letter but can't give me more info on it. ex hasn't(and won't) say anything about it to me so kinda feeling out of the loop right now. stupid court systems :(
